Strategic Priorities
BC Mental Health and Substance Use Services is guided by our strategic plan, which sets our priorities for the coming years.
Our strategic priorities are informed by input from many leaders, staff, and medical staff across BCMHSUS.
They also align with PHSA’s Purpose, Vision, Values, and Teachings and support PHSA’s priorities, as well as the priorities and experiences of our partners in the health care system and government, patients, clients, families, and others.
Purpose statement
BCMHSUS believes in a future where people who live with mental illness and addictions, and those who are incarcerated, can recover, live with hope, and thrive.
We support this by providing:
- Care for people with concurrent disorders and complex needs.
- Adult forensic psychiatric assessments and treatment.
- Primary care, and care for mental health and addictions, in every provincial correctional centre in BC.
- Care that is free from Indigenous-specific racism.

BCMHSUS goals
The strategic initiatives of BCMHSUS are underpinned by the following six goals:
- Further strengthen access to quality care, experience and outcomes for clients — from admission to discharge.
- Improve outcomes for our Indigenous clients and eradicate Indigenous-specific racism from our services and practices.
- Reduce toxic drug events and toxic drug deaths for clients in our care or those connected with our transition supports.
- Improve public confidence and safety and reduce recidivism for those who receive our support.
- Improve and increase research, guidance, and best practice on complex mental health substance use and concurrent disorder care.
- Strengthen the effectiveness and sustainability of our services and enhance staff training, psychological health and safety, and engagement.
