Lynn Pelletier was appointed Vice President, Mental Health and Substance Use Services in June 2015. In this role, she has executive responsibility for all adult mental health and substance use services, contracted services and provincial planning.  Her portfolio includes the Forensic Psychiatric Hospital, Regional Forensic Clinics, the Burnaby Centre for Mental Health and Addictions and Heartwood Centre for Women.  Lynn was formerly a management consultant and has held senior leadership positions at Vancouver Coastal Health Authority, Simon Fraser University and Women’s College Hospital. She has undergraduate degrees in science and education and a Master degree in Health Administration.

Angela joined British Columbia Mental Health and Substance Abuse Services  as the Provincial Executive Director of Forensic Psychiatric Services in September, 2015.  She is responsible for the clinical operations of the Forensic Psychiatric Hospital and six Regional outpatient clinics. With experience as a registered nurse and in federal corrections, she is excited to join an already diverse group of leaders and dedicated professionals providing patient care in Forensic Services.  

Angela began her career as a nurse, where she found her passion in correctional, then forensic nursing. After spending many years as a frontline nurse, she began her career in health care administration within the federal correction system. Since her career transition from nursing, Angela has served as a Warden to a federal penitentiary in Saskatchewan, served as a Regional Director of Operations overseeing security and intelligence oversight for 12 federal prisons in Saskatchewan, Alberta, and Manitoba.  She was appointed Warden of Edmonton Institution for Women from 2012-2014, and prior to her relocation to British Columbia, resumed the role of Executive Director at the Regional psychiatric Center in Saskatoon. Angela holds a Bachelor of Science in Nursing and has completed numerous training and certificate course in both nursing and corrections milieus.

Dr. Johann Brink is a Clinical Professor and Head of Forensic Psychiatry at the University of British Columbia. He is Vice President; Medical Affairs and Research for the Forensic Psychiatric Services Commission in British Columbia, an agency of BC Mental Health and Substance Use Services. He is President Elect of the Canadian Academy of Psychiatry and the Law and is the Co-Chair of the Canadian Forensic Mental Health Network. Dr. Brink is an Adjunct Professor in the School of Criminology at Simon Fraser University and serves on several specialized committees related to forensic psychiatry.

Dr. Brink completed his medical undergraduate and postgraduate training in psychiatry in South Africa, and also obtained a Bachelor of Arts Honours degree in philosophy, before moving to Canada in 1992.

Dr. Brink was for several years the Clinical Director of the Regional Psychiatric Center in Abbotsford, BC (a maximum secure forensic psychiatric facility operated by Correctional Services Canada) before joining the Forensic Psychiatric Services Commission (FPSC) in 2002. Dr. Brink has authored and co-authored several papers on forensic psychiatric epidemiology, neuro-imaging studies in psychopathy, and on risk assessment. He has developed several risk assessment measures and is co-author of the START (Short Term Assessment of Risk and Treatability).

Connie Coniglio is the Provincial Executive Director, Adult Mental Health and Substance Use at BC Mental Health and Substance Use Services (BCMHSUS). Connie’s operational portfolio includes the Burnaby Centre for Mental Health and Addiction and the Heartwood Centre for Women, with additional oversight for the Rehabilitation and Recovery Program located on the Riverview lands and the Youth and Young Adult Residential Substance Use Program located in Keremeos, BC.  Connie is also responsible for the direction and management of provincial programs and planning initiatives including the Provincial Crisis Lines Network, Adult FASD Assessments, Bounce Back and the BC Partners for Mental Health and Substance Use Information.  Connie joined BCMHSUS in 2008 and has held several leadership roles with the agency, including Director of Health Literacy, Clinical Director, Eating Disorders and Provincial Executive Director, Children and Women’s Mental Health and Substance Use.  Connie is a Registered Psychologist and holds a doctoral degree in Counselling Psychology from the University of Toronto.

Rebecca Hahn, Executive Director, Corporate and Clinical Support Services, Mental Health and Substance Use Services

Rebecca joined Mental Health and Substance Use Services in July 2016. As Executive Director, Corporate and Clinical Support Services, Rebecca has executive responsibility for capital projects across the agency (including the new Centre for Mental Health and Addictions), quality and safety, learning and development, performance management, and facilities management. She is also the executive leader for the Clinical and Systems Transformation (CST) implementation for the Agency. Rebecca was formerly the Chief Transformation Officer for the CST program and has held various senior leadership positions at Vancouver Coastal Health, PHSA and University Health Network.

Outside of work Rebecca is mom to a beautiful toddler – Ella. She enjoys mountain biking, running and a good game of poker.
